David Grubb oversees the Safety & Risk Control Services of J.A. Montgomery Consulting and oversees PERMA Risk Management Services, independent divisions of Conner Strong & Buckelew. He manages a staff of 40 professionals who service the risk management needs of more than 500 public entity clients.
Grubb began his career as the Safety Manager for Lipton Tea before joining A&P Supermarkets as Director of Insurance and Pension Investments. As Mayor of Park Ridge, he founded the first municipal joint insurance fund in the state. In 1986, Grubb was appointed as New Jersey’s Deputy Insurance Commissioner responsible for policy and planning. Four years later, he purchased PERMA and built the risk management program that covers 65% of the state’s municipalities and local authorities. He merged PERMA with Conner Strong & Buckelew in 2007.
Grubb served for 10 years as Mayor and Council Member in Park Ridge, New Jersey. He later served as a Council Member in Ridgewood. He is currently Chairman of the non-profit New Jersey Safety Institute.
